The bill (Reg. No. 2370a) suggests specify the list of objects in case of construction of which, building owners are not involved in individual share in the development of infrastructure of a populated area.

Committee members noted that the bill aims at preventing excessive use on the part of building owners, using construction projects not for the designated purpose.
